In 2015 UK voters roundly rejected the Liberal Democrats in response to a broken promise not to increase university tuition fees. Scottish undergrads currently attend for free. Focussed on the US, but with universal significance, award-winning filmmaker Andew Rossi assembles an urgent portrait of higher education at a crossroads.
